and the Israeli-Palestinian=20 Question

A half-century of = unresolved=20 tension in the Middle East, the current conflict in Iraq, and Tony = Blair=92s=20 wise counsel that we must embrace them all in any bid for = permanent peace=20 in the region, invite these comments.

Over=20 thirty-six years ago, while serving as President Nixon=92s = Ambassador to the=20 United Nations Economic and Social Council, and at the = encouragement of=20 David Lilienthal (first Chair of Tennessee Valley Authority (TVA) = and the=20 Atomic Energy Commission), I urged consideration of a giant = multi-national=20 TVA-like development of the Middle East. It would harness the = water and=20 power of the Tigris and Euphrates rivers, head-watering in Turkey = and=20 sweeping to the sea through that whole region. It would enlist the = scientific know-how of Israel, the oil largess of Saudi Arabia and = Iraq,=20 the people power of the region, and the financial and humanitarian = concern=20 of the rest of the world.

As=20 cradle of the three western religious traditions, Judaism, = Christianity,=20 and Islam, it could draw on the universal moral affirmations of = those=20 traditions at their best. Jerusalem could be made an international = trusteeship, providing a home and inspiration to all three = religious=20 traditions, and a beacon of moral light provided by the best = prophetic=20 tradition of all three.

The=20 economic and human development of the region, spurred by the = recycling=20 resources of hydroelectric power and water resources of the two = great=20 river systems, could insure that =93the desert would blossom like = a rose.=94 A=20 newly devised =93Marshall Plan=94 calling on shared resources of = the developed=20 world, would ensure infusion of capital, partners in development, = and a=20 global stake in the welfare of so critical a = region.

Unhappily, our ever-deepening = involvement in=20 Vietnam drained domestic interests in that direction, and the = nuclear face=20 of our ever-threatening MAD (mutually assured destruction!) policy = with=20 the Soviets paralyzed action, and the efforts died a-borning. My = energy=20 turned to the persuasion of U Thant, then Secretary General of the = U.N.=20 and former teacher, to propose a United Nations University, the = missing=20 link in the whole United Nations system. My energies were devoted = to that=20 task until I left the U.N. to head Kent State University after the = tragic=20 National Guard shooting of students there, in the final violent = protests=20 against the war in Vietnam.

In=20 all the tragic conflict in the Middle East, Israel=92s defiant = rejection of=20 U.N. resolution after resolution to return the land taken in the = wars to=20 the Palestinian people, no one has picked up on this comprehensive = proposal for that entire region. Increasingly, polarization of = world=20 support for our role in the region has eroded, and our failure to = secure a=20 second U.N. Resolution regarding Hussein and Iraq has but added to = this=20 tinderbox.

It=20 appears that now, from a solid voice from our President, through = Vice=20 President Cheney, Secretary Rumsfeld, and Secretary Powell, we are = committed to the single policy of defeat of Hussein and the = presumptive=20 peril of his weapons of mass destruction, and we are not there for = purposes of economic exploitation of their oil, or any other = imperialistic=20 design. We can be reassured that this policy is a more solid base = for the=20 action we have taken than any other. It seems clear that it is = pledged to=20 a strengthened support for the U.N. in the region, and post war = support.=20 Intrinsic to that support is a clear-minded affirmation of several = principles and objectives on which a troubled world can=20 count.

  1. The =93war on = terror,=94 as our=20 President has insisted, is global. There is no hiding place for = its=20 perpetrators, and the world must be vigilant and united in = seeking them=20 out and arresting their power.=20
  2. Vacillation and lack of resolve in pursuing = that=20 commitment tempts rogue leaders and regimes to interpret this as = weakness and vulnerability, as seems to have been the case with = Iraq=20 over the past dozen years. Failure of the Security Council of = the U.N.=20 to come to closure and support of a second resolution after = clear=20 denial, evasion, and delay only reinforced the U.N.=92s = weakness, not its=20 strength, as the world=92s arm was designed in its founding to = =93keep the=20 peace!=94 We must now be absolutely consistent in our claim as = to our sole=20 intention.=20
  3. We need to acknowledge publicly and as = national policy=20 what Tony Blair is advocating: that the war in Iraq is but a = piece=20 (peace!) of the larger festering Middle East. Now is the time to = hold=20 Israel to past account, assure establishment of a Palestinian = State,=20 reconstruct the original boundaries, rescind Israeli housing and = conquest on land taken by conquest, and insure in return from = the=20 Palestinians and surrounding Arab world the integrity, = independence, and=20 viability of the State of Israel.=20
  4. Advocate and take the initiative in a renewed = effort=20 and pledge to support a comprehensive, transnational plan for = the=20 redevelopment of the region, one to match the Marshall Plan in = its=20 historic role in the reconstruction of Europe and Japan after = World War=20 II. Elements of this strategy, now hoary with age, gather dust = in my=20 file. We have learned much in the last fifty years about AID = (Agency for=20 International Development), efforts at self-help, and the = intrinsic=20 integrity of a people to find and fashion their own form of = development=20 and help. Yet, the components of such planning have been = clarified and=20 hold rather consistently. It entails, minimally:=20
    1. comprehensive=20 participation of all segments of Iraqi society in its = conceptual=20 design and inclusive provisions;=20
    2. selection of leadership that mirrors the = intent of=20 the plan that is comprehensive, inclusive, representational,=20 competent, and accountable, which includes gender, age, = sectorial=20 competence, team building and democratic participation, = process, and=20 self-connecting and on-going renewal. It will be particularly=20 sensitive to what we have learned in the reconstruction of = Europe, of=20 the enduring roots of earlier and anti-democratic interests = and=20 appetite for power and not the welfare of the people;=20
    3. public visibility, form, and content of the = emerging plan to = permit and=20 encourage criticism, refinement, understanding, and support. = Like=20 picking grapes, one must seize the stem on which they cluster, = and=20 discern the difference between stem and solitary grapes. A = plan is not=20 a bowl of individual grapes, but a cluster around a central = stem that=20 holds them together. Articulation of such organizing = =93stems=94 is the=20 sophistication of significant planning, and moves a mob of = people into=20 an organized, articulate community of helpers;=20
    4. think tanks, and planning commissions of = nearly every=20 country and culture could be enlisted and entrusted to = generate a=20 range of thoughtful options for democratic and political = action. Such=20 resources from business and industry, which lack the luxury of = endless=20 debate and delay, and others associated with the intellectual = and=20 professional communities could be enlisted as well. The = incentive is=20 comprehensive and compelling: to literally =93help save the=20 world!=94;=20
    5. enlist the unfettered wisdom of those = creative=20 individuals already identified by historic recognition. Nobel = Peace=20 Prize Winners, Rhodes Scholars, Carnegie, Wilson, and other = designers=20 from other nations and cultures could be commissioned to = contribute=20 their ideas for such an unfolding program. Indeed, some might=20 volunteer to provide an on-going =93think tank=94 with = technological and=20 practical help for =93reconstruction.=94 One might even = persuade a Bill=20 Gates or a Ted Turner or a Warren Beatty to finance and = sustain such=20 an effort;=20
    6. call for a Charter Revision Council to = consider=20 revision of the U.N. Charter after fifty years, and its accord = with=20 present historic realities. The ineffectiveness of the U.N. to = achieve=20 consensus regarding our current critics illustrates the = limitations of=20 the non-democratic veto and the currently comprised Security = Council=20 to =93keep the peace.=94 There are several creative ideas, = long proposed,=20 awaiting serious discussion:=20
      1. modification = or=20 abandonment of the undemocratic veto process;=20
      2. reconstruction of the Security Council = reflecting=20 more responsibly: population, GNP, and contribution to the = U.N.=92s=20 budget and progress;=20
      3. insuring that U.N. Security Council = mandates are=20 legislative, not merely permissive, and obligation to put = one=92s=20 commitment behind one=92s words;=20
      4. addressing afresh major features of the = U.N.=92s=20 Economic and Social Council along several lines:=20
        1. integrate horizontally as well as = vertically the=20 specialized Agencies, so that their principles and = policies can=20 permeate and not duplicate in redundancy the collective = strategies=20 of our world;=20
        2. link the innovative features of the = U.N.=20 University and the U.N.=92s University for Peace to the = appropriate=20 University professional organizations around the = world;=20
        3. invite people such as Bill Gates, Ted = Turner, and=20 Carly Fiorina, the brilliant woman Chairman and CEO of = Hewlett=20 Packard, to devise materials=97universal, inexpensive, = easy of=20 access, comprehensive, sanitized of national biases=97and = to readily=20 prepare not only a language but shared values and culture=20 world-wide;=20
        4. consider a new form of international = exchange,=20 building on human and economic resources, in which no = nation is=20 impoverished, and free the grip our current currency and = monetary=20 exchange has on the flow of goods and = services=20 around the world.
      5. revisit the =93War on Terror=94 to = identify fact from=20 fiction, legitimate and illegitimate forces agitating for = needed and=20 long-delayed reform in our world, and address and reduce the = roots=20 of terror in unmet hunger of masses of humanity for food, = freedom,=20 and a trustworthy and human future;=20
      6. enlist the moral commitment of = communities of=20 faith, mentioned earlier, Hebraic, Christian, Islamic, and = Eastern=20 in strategies and resources for peace in the Higher Vision = of=20 humanity, reinforcing the conscience of the world with = cosmic=20 support;=20
      7. following the above, appeal to our = President=92s=20 Christian faith, strongly supported by our first lady, in=20 reinforcing a religious intention and interest for the = tortured=20 battleground of the Middle East, and calling on the = =93voluntary=94 side=20 of our society to join in a massive response to the = world=92s need. A=20 call for =93Prophetic Renewal,=94 appealing to the moral = high ground of=20 all religious traditions, can be made by our President, the = most=20 public and visible President in his expression of religious = faith=20 that we have had in a long time. I suspect Colin Powell has = deep=20 convictions in this area, which he has not expressed; =
      8. clarify the issue of =93separation of = church and=20 state=94 by making it clear that our founding fathers did = not intend=20 thereby to ignore or reject religion or its deliverance of=20 conscience from national affairs. It was their clear = intention to=20 insure that the peoples of this nation would never permit = their=20 experience in Europe and other nations of the world in = having a=20 religious preference and relationship dominate the political = and=20 practical affairs of state. Their experience as = protestants=20 and nonconformists, and even the Catholics in the Carolinas, = with=20 religious persecution for their minority views, would not = permit=20 this in their new commonwealth. They did not abdicate = conscience, or=20 exclude religious faith, or practice from their common life, = but=20 rather insisted this private domain of conscience and its = free=20 exercise would never be permitted to be invaded or dominated = by=20 affairs of state. They even made provision for the = =93conscientious=20 objection=94 of those who could not take up arms;=20
      9. pledge a percentage of our national = income, as in=20 the Marshall Plan days, for this reconstruction and support. = Call on=20 the Senate bi-partisan Foreign Relations Committee, chaired = by=20 liberal-minded internationalist Richard Lugar, to aid the = President=20 in formulation and principles to guide our =93War on = Terror=94 and=20 consummation of the War in Iraq;=20
      10. reaffirm our intention to sustain a = reformed U.N.=20 after the initial intention of President Roosevelt and Prime = Minister Churchill=92s Atlantic Charter and its Four = Freedoms, which=20 was watered down and compromised to secure Stalin and the = Soviet=20 Unions=92 tentative support at Yalta. Call for such a = revision study,=20 with a set date for reporting and a pledge in advance to = take=20 seriously its reform recommendations, assuring that our = people and=20 Congress have full benefit of public discussion and=20 recommendation.

These modest suggestions may = deal with=20 but the tip of the iceberg, or more appropriately, the continental = drift=20 that has taken place since 1945, and is still taking place, but = they would=20 address many of the suspicions and much of the anxiety of our = troubled=20 world about our awesome power and national commitment to the Fate = of=20 Freedom in our troubled world. They would rekindle memories of = most of the=20 world of our willingness to send our bravest and best anywhere in = the word=20 to rescue liberty from tyranny, as we had done in WWII, Korea, = Bosnia, and=20 now Iraq. Such moves may seem bold, but they are modest compared = to=20 efforts made in the past to vindicate our nation. As the = inscription on=20 the Statue os Liberty proclaims: =93Send your tired and your = poor=85 longing=20 to be free.=94 Lady Liberty holds a torch we should never let = smolder or=20 die. She is more than a beacon of welcome. She lights our own = nation and=20 people as well with hope and promise!
