The=20 Third Millennium: Birth Pangs
of an=20 Interdependent World   =20

Glenn A. Olds,=20 Ph.D.

Presented=20 At
The = GLOBAL 2000=20 LEADERSHIP INSTITUTE
International=20 Computers and Communications World Leaders Council
Georgetown, = D.C. = April = 19,=20 1993

Crises are, as the Chinese meaning of the word conveys, = =93dangerous=20 opportunities.=94 They are full of high risk and daring = possibilities. As=20 space shrinks, time accelerates, and choice becomes imperative, = the stakes=20 become more urgent and ultimate, and the consequences more = prophetic and=20 planetary.

The = crisis of=20 our time is such a time. It is not marginal, parochial, or merely=20 cultural. It represents the end of a civilization, to use = Toynbee=92s=20 trenchant analysis of the twenty-one civilizations before our own, = and the=20 birth pangs of a whole new world aborning. It is cosmic as well as = contemporary, global as well as western, planetary as well as = human,=20 philosophic as well as scientific, paradigmatic as well as = technological,=20 spiritual as well as material.

It is = not only=20 that, as General Hap Arnold said after World War II, =93We have = developed a=20 generation of technological giants and moral midgets,=94 = referencing the=20 atomic bomb and Hiroshima, or the Winged rocket and Dachau. It is = that our=20 mastery of means, and our bewilderment and idolatry of ends leave = us=20 paralyzed before the spectacle of unprecedented infliction of = human misery=20 and the promise of unparalleled human bounty in the same breath = and time.=20

In = such an=20 audacious conference, focusing on global leadership for the third=20 millennium, our thought must be no less daring.=20 Einstein was right when he said that with the splitting of the = atom,=20 everything changed in the world except the human mind and if it = does not,=20 he warned, we all may perish.

I = invite you=20 then to examine our crisis, our dangerous opportunity, as one = would a=20 symphony, in four movements:

I. A Parable=97on the surprises of = change.=20 (This is a light, fast theme and tempo.)

II. The Paradox=97on the radical = reconstruction=20 of our time. (This is the orchestration of the theme in solid = movement.)=20

III. The Perspective=97contractions = on the theme=20 of birthing. (This is modulation of the theme in score and tempo.) =

IV. The Proposal=97with key parts = and=20 performance. (The finale with full = ensemble.)=20

I. A = Parable=20
(The = Surprises of=20 Change)

There = are lots=20 of warm fuzzies with which we seek to cushion the hard realism of = dramatic=20 change. The key metaphor in my opening parable is fuzzy but not a = cushion.=20 It is about a caterpillar. (I learned the = lesson from my=20 first grade teacher in a two room school in Oregon, the school = built by my=20 great grandfather after he had led the wagon train west from = Michigan in=20 1849.)

She = told us to=20 collect a caterpillar from the big trees on our school ground, put = it in a=20 mason jar we had brought from home with the bottom filled with = leaves and=20 the cap punched with air holes, and watch and wait. It was a slow, = dull=20 process. When the caterpillar disappeared inside its spun cocoon, = we were=20 troubled. When the cocoon hardened and began to crack, we were = alarmed. We=20 thought it was all over. The change looked like death to = six-year-olds.=20

But, = she knew=20 better, as all teachers do. =93You just wait, and watch and learn. = Something=20 unexpected and beautiful will happen.=94 And it = did!

Out of = a broken,=20 dry cocoon it came, a beautiful, winged, new creation, with wings = for=20 feet, flying for crawling! That=92s often how important, = long-delayed, and=20 painful change comes: unpredictable, surprising, and with a burst = of new=20 creation.

In the = childhood=20 of all cultural and personal growing, our cautious conservation is = the=20 same. Patch up the broken structures! Hold the old together! = Don=92t wait!=20 But then, we know better. You can=92t unring a bell. Geese do not = fly=20 backwards. There is no going back, no sane security in hardened = habit or=20 habitat. We cannot hold back tomorrow. The beat of butterfly wings = will=20 out!

A new = world=20 beats in our cocoons of culture and consciousness. It is as = inescapable as=20 spring breaking through crusted ground, or chicks from an egg, or = new life=20 from seemingly dead seed. Our task is to catch the beat, await the = wings=20 and tempo, and midwife the flying. The third millennium is already = here,=20 straining against the hardened grip of lifeless concepts, dead and = dying=20 structure, and weathered wineskins too old and brittle to hold the = new=20 wine of a new world aborning.

II. The = Paradox=20
(Radical = Reconstruction)

Our = time is=20 marked by the radical paradox and reconstruction of four central = issues,=20 a) Power, b) Government, c) Loyalty, and d) Knowledge. =

We = have=20 witnessed a root transformation in the concept and construct of = power.=20 With the nuclear age we have learned the more we have the less we = can use=20 of it, until our MAD military strategy issued in the bankruptcy of = Mutually Assured Destruction. Our confidence in weaponry has been=20 confounded by livingry, to use Bucky Fuller=92s happy phrase, and = the new=20 age must find a new concept and use of power. We are beginning to = see the=20 =93soft side,=94 and the insinuating strength of information, = collaboration,=20 and unconditional love.

Government, in=20 most dramatic form, is undergoing transformation across the world. = Whatever its form, from despotic to democratic, communist, or = capitalist,=20 hierarchical structures are giving way to horizontal, = participative forms=20 of consensus. It is too early to see an enduring model for the = 21st=20 century, but it is well on the way.

Loyalty=20 is an ingredient of all forms of human community from the = intimate=20 family to the national and global model. It has lived most = decisively in=20 the passionate commitment of partisanship. Often, the narrower the = partisanship, the more passionate the loyalty. Our time is marked = by the=20 radical reconstruction of this view. Loyalty is increasingly like = Janus,=20 God of the New Year, double-faced, simultaneously looking inward = and=20 outward, locally and globally. Its necessity and integrity = requires this=20 new and radical transformation in depth, breadth, and = inclusiveness.=20

Dependable=20 knowledge, long defined by scientific objectivity, mathematical = logic,=20 controlled experiment, and empirical verification, is being = radically=20 reconstructed. The scientific method, once the messiah, grudgingly = yields=20 to include consciousness, metaphor, value as well as fact, = subjects as=20 well as objects, and new methods more responsive to wholes than = parts,=20 synoptic over specialized vision, and dependability without = absolutes,=20 relativity without subjectivity.

III. The = Perspective
(Contractions and=20 Rhythm in Birthing)

The = change we=20 face is paradigmatic, fundamental, pervasive. It marks the end of = an age,=20 and anticipates a new and different era. There are philosophical,=20 psychological, and socio-economic clues.

Arnold = Toynbee=20 in his ten volume study of the rise and fall of twenty-one = civilizations=20 before our own characterizes the end of an age by the demise of = the=20 creative minority, that becomes dominant and then 1) rests on its = oars, 2)=20 resorts to the suicidalism of militarism, and finally 3) = idolatorizes the=20 ephemeral. What an epitaph for our time!

In = another=20 context I have characterized this final passage as inversion of = the=20 classic assumptions that underlie our Hebraic-Christian, and = Greco-Roman=20 western civilization, for example, 1) the subordination of nature, = 2) the=20 superanimality of man, and 3) the objectivity of value. These have = been=20 inverted in our time into 1) the primacy of nature, 2) the = animality of=20 man, and 3) the subjectivity of value. Like Alice in = Wonderland,=20 our world is turned upside down.

The=20 psychological analysis is provided by Gerald Heard=92s The Five = Ages of=20 Man, and Jean Gebser=92s The Ever Present Origin. They=20 characterize our human history as passing through successive=20 stages:

1) the archaic, = non-differentiated=20 consciousness,

2) the magical, one = dimensional=20 consciousness,

3) the mythical, two = dimensional=20 consciousness,

4) the mental, three = dimensional=20 consciousness,        =   =20  and now teetering on the

5) integral, inclusive = and=20 expansive consciousness.

The=20 socio-economic analysis provided by Nesbitt, Bell, Smith, Peters = and=20 others paints the emergence of 1) a global economy, 2) free market = socialism, 3) revitalization of the welfare state, 4) dominance of = the=20 information/computer age, 5) rise of women, 6) ecology, 7) = regionalism, 8)=20 revival of orthodoxies, and 9) humanizing technology. =

IV .The=20 Proposal
(Finale = Canticle=20 and Commencement)

The = =93running=20 sound of history,=94 to use Churchill=92s descriptive phrase, can = be heard in=20 the merging collaboration of technology, the academy, business and = management/marketing, and the value sciences and decision making, = in the=20 integration of making a living and making a life. This meeting, = mingling,=20 and emerging meaning gathers around the impact of four key = concepts with=20 which this century blends into the third millennium now aborning. = There is=20 only time for their mention, it remains for the future to flesh = them=20 out.

1)      =20 Relativity=97the = radical=20 interdependence of all events, space, time, energy, and value. = Though=20 Einstein ushered in this century with this key concept, it is only = now=20 working its way into the total awareness of all our systems. There = are no=20 =93isolated events,=94 no =93insulated domains or disciplines,=94 = no =93atomistic or=20 individualistic structures or systems.=94 This is the death knoll = to all=20 forms of narrow parochialisms or partisanship, independent = specialization,=20 or vertical ordering of walled knowledge or presumed wisdom. There = are no=20 fixed boundaries to information, energy, or intrinsic values. We = must=20 integrate or disintegrate. This is the task of education, = commerce,=20 government, and culture.

2)      =20 Synergy=97the = form of=20 energy, where the whole is more than the sum of the parts. The = context=20 design, and function of all our energy systems obey this law of=20 self-regulation and self-renewal. Anticipated by the multi-media=20 congruence with the holistic message, comprehensive simultaneity = is the=20 model of our renewing present and =93presence.=94 It is the art = form and moral=20 and religious profile for the future.

3)      =20 Entropic=20 Reversal=97turning around=20 the drift toward running down, chaos, and entropy of systems. The = wisdom=20 of T. H. Huxley, grandfather of Aldus and Julian, which postulated = that=20 with the coming of the human mind, natural systems, bent on = running down=20 could be renewed and redirected, is just finding its own. The = limits of=20 growth assigned to all natural systems is counterpointed by the = law of=20 human creativity, no limits of growth.

4)      =20 Quantum=20 Leap=97from the Latin=20 =93how much,=94 characterizes behavior of the irreducibly small = where=20 transformation takes place not normally causal, conventional, or=20 controllable, but none the less, transformational. Quantum events = have=20 properties linking otherwise incommensurables, connections we = cannot see=20 and find difficult even to think. Long standing anomalies, = mind/body,=20 spirit/matter, wave/particle, nowhere/everywhere, emerge as = somehow=20 connected but not in conventional space, time, or consciousness. = This=20 inner transformation seems at work in the reconstruction of our=20 understanding of power, governance, loyalty, and knowledge=20 itself.

Such = quantum=20 leaps may provide new and fresh insight into causal connections we = seek in=20 medicine, AIDS and cancer, where yes becomes no, and no becomes = yes, and=20 immunity and growth are reversed. There will be other connections = between=20 consent, control, and power in governance, and liberation of = energy=20 through release not compression in new technologies. Brain mapping = and=20 computer tracking will help trace quantum leaps that elude our = best=20 technology and minds.

Finally, the=20 millennium is coming with surfers on the crest of its wave where = computers=20 and communications, the academy and business perform. We can also = already=20 see the prelude to their performance. They will be: =

1) =20 Pacific-directed

2) =20 People-oriented

3) =20 Idealogically pluralistic

4) =20 Committed to competence

5) =20 Domesticating the military

6) =20 Substituting the science of value for the value of science; and=20

7)  Full of=20 surprises

Expect = dialogue=20 with the dolphins, encounter with other forms of intelligence,=20 miniaturization of power, new modes of learning, instantaneous=20 extra-sensory perception and conception, and fresh exploration of = our=20 three major frontiers of the 21st century, space, the seas, and = the self.=20

May = they be as=20 safe as they will be exciting. And may we be tending butterflies = and not=20 patching broken cocoons. That could be the most important fuzzie = of all,=20 the soft touch of tomorrow breaking through the tired, hardened = structures=20 of today. You leaders tend that future. No task is more urgent or=20 consequential. I salute you and the Third Millennium, now.=20
