How I=20 Maintained Integrity
in a Corrupt=20 World

Senator Melford Okilo

Until my = dear=20 friends Yasuhiko Kimura and Laara Lindo asked me to speak on = =93How I=20 Maintained Integrity in a Corrupt World,=94 I never considered = myself as=20 having any particular semblance of integrity. To my limited = understanding,=20 integrity, among other things, should mean uncompromising = adherence to=20 moral and ethical principles, soundness of moral character; Truth, = Honor,=20 Honesty, Humility, Courage, consideration of others, or respect = for the=20 rights of one=92s fellow men.

The = integrity of=20 the individual is tested by the intensity of his search for what I = may=20 call =93the Absolute Truth,=94 and his effectiveness in society is = determined=20 mainly by the extent to which he is earnest in his experiment with = relative truth.

To = maintain one=92s=20 little integrity, that person should learn to know what Truth = really=20 means, and the nature of the Moral Law.

Truth

Truth is = Love.=20 Integrity is Love in action. Truth is what the inner voice tells = us. The=20 prompting of the inner voice is the true thought, and the = expression of it=20 in speech and action will invest the words and deeds with the = sanctity of=20 truth. Truth is the basis for thought. It is life. It is moral = nature. It=20 is the connection between cause and effect. Truth abides in = fullness in=20 the innermost core of our hearts. Every wrong doer knows, within = himself,=20 he is doing wrong, for untruth cannot be mistaken for=20 truth.

It is = that Truth=20 which Jesus said, if we knew would make us free. The truth is = honesty,=20 courage, balance or integrity. Truth is that hidden stuff and = thread which=20 is the divine in all men and creation. It is that divine spark in = all men.=20 It is the Light of God in man. The recognition of the presence of = God in=20 all men, all things and creatures, is the Truth.

With = this=20 realization, we are humbled in whatever we see, say, think, or do = to=20 others, to all creatures, and to all growing or living things. = Integrity=20 cannot be found in anyone who does not have a real sense of = humility=20 within. If you must swim in the ocean of truth, you must reduce = yourself=20 to a zero.

Any man = who=20 realizes this Truth knows many things, if not all things, for = truth is=20 all-knowing. Prayer, in its wider sense, means nothing but the = desire to=20 be filled with the spirit of truth in all our waking=20 hours.

To tread = the path=20 of integrity implies an active life in the world of men. The = measure of=20 one=92s greatness lies in his capacity of courageous and open = struggle=20 against conventional falsehood, untruth or injustice. Truth should = energize and do battle, that it could be the greatest practical = utility in=20 all worldly as well as spiritual affairs.

The = constant=20 concern to maintain integrity or respect for truth may degenerate = to a=20 kind of arrogance. But truth can be known only in a living = engagement.=20 Truth is born of a community of destiny, from the cares, the = problems,=20 even the errors, of those whose fate we share. Truth binds man to = man in=20 association. Without truth, there can be no social organization. = It=20 emerges from comradeship of the crowd rather than from the = solitary=20 speculations of the recluse. It is not enough to be an observer; = we must=20 involve ourselves in relations with other men. No doubt even in = such=20 matters, solitude and reflection are also needed: a standing away = from=20 oneself and one=92s actions as well as from other people and their = actions.=20 The trouble with many people in public life today is that they = neither=20 have the time to meditate nor the desire to share the life of the = common=20 people.

Silence

Silence = is also a=20 great help to a seeker after Truth. In the attitude of silence, = the soul=20 finds the path in clearer light, and what is illusive and = deceptive=20 resolves itself into crystal clearness. Life is a long and arduous = search=20 for Truth, and the soul requires inward restfulness to attain its = full=20 height. Silence is a part of the spiritual discipline of a seeker = after=20 Truth. We are prone to exaggerate, to suppress or modify Truth, = knowingly=20 or unknowingly. It is a natural weakness in man to do so, and = silence is=20 necessary in order to surmount this problem.

Pursuit=20 of Truth

The = Pursuit of=20 Truth is the path that leads to God. Devotion to Truth is the main = purpose=20 of our existence, and all our activities should be directed toward = it.=20 When we do this, we will be able to find out what is worth doing, = what is=20 worth seeing, and what is worth reading.

When we = reach this=20 stage in life, all other rules of right living come without = effort, and=20 obedience to them will be instinctive, if not intuitive. The = realization=20 of this Truth could only be single-minded devotion and = indifference to all=20 other interests in life. It is the duty of everyone to follow this = Truth=20 according to his own Light, for God appears to different = individuals in=20 different ways and aspects, yet we know He is = ONE.

Having = developed=20 that semblance of integrity in society, it becomes very difficult = to=20 maintain it for long, before we start losing it in this corrupt = and=20 complex world. However, at this stage in life, other factors = emerge to=20 help us sustain it, such as selfless service, moral character, = simple=20 life, parental-upbringing, traditional occupations, and = professional=20 calling.

Selfless=20 Service

Selfless = service=20 leads to self-purification. In the search for Truth there should = be no=20 trace of self-interest. In such a selfless search, no one can lose = his=20 bearing for long. Immediately he takes to the wrong path he = stumbles. He=20 may even fall before he is raised up and redirected to the = original path.=20 The pursuit of Truth is true devotion, for it is the only path = that leads=20 to the discovery of the Light of God within every man. It is the = only=20 thing worth living for. Moral Character is based on virtuous = action, and=20 virtuous action is based upon Truth. The possession of Moral = Character,=20 therefore, puts one on the path of Truth. Hence, fearless pursuit = of the=20 ideas of Truth and righteousness is the key to all = else.

Simple=20 Life

Economy = is the=20 foundation of human prosperity. The spendthrift is always in = trouble.=20 Prodigality on the part of any person is an unpardonable sin. = Every person=20 must have a profession=97be it literary or manual, and have a = clean, manly,=20 honest life to be imitated by others. It is said that it is more = kingly to=20 be satisfied with a crust of stale bread than to enjoy a sumptuous = dinner=20 of many courses, the money for which comes out of the pockets of=20 others.

Parental-Upbringing

In 1903, = my father=20 was one of the three men who brought Christianity to the village. = With it=20 the Christian church was established. Christian ethics and morals = began to=20 develop in the family home and in the village, against the = traditional=20 paganism. This development brought the ideas of brotherly love and = consideration for others. My parents, too, spared no time in = helping the=20 children to develop self-reliance and ethics.

In the = primary=20 school days, too, we were taught how to practice and observe the = workings=20 of the Ten Commandments, the Sermon on the Mount, and the Golden = Rule of=20 life. Every morning, the first subject taught in our schools was = =93Moral=20 and Religious Instructions=94 based on Christian ethics and = morals. This=20 pattern of teaching was followed through High School. To ensure = that these=20 teachings were practiced, parents, = teachers, and=20 the villagers kept eyes on the pupils and students inside and = outside the=20 schools. Anyone who misbehaved was tried and punished, either by = the=20 village elders or school authorities. These early teachings laid = the moral=20 and spiritual foundation of my early life. =93Just as the twig is = bent, so=20 is the tree inclined=94 goes the saying.

Traditional=20 Occupations

As the = inhabitants=20 of the Niger Delta Region of Southern Nigeria, we lived on the = banks of a=20 river that meanders through into the Atlantic = Ocean.=20 This geographical position made us farmers and fishermen. No child = in=20 those days could disobey or refuse to follow his or her parents, = under=20 rain or sunshine, night or day, to the farmlands or fishing-ports, = in the=20 struggle for survival in that harsh and unfriendly environment. = This=20 amphibious life developed in us a spirit of endurance, courage,=20 contentment, self-confidence, and = industriousness.

Professional=20 Calling

At the = age of 19,=20 I joined the nationalist struggle to free = Nigeria from = British=20 Colonial Rule. In 1959, on the eve of independence, the British = Government=20 promised the neglected and poor people of the Niger Delta Region = that if=20 they won a majority of the seats contested in the area they would = be=20 granted autonomy as a Special Area. This proposed Special Area had = eleven=20 Federal Constituencies. In my Federal Constituency there was no = person=20 willing to stand for the elections on the platform of the Niger = Delta=20 Congress Party that sought autonomy for my area. I volunteered to = go. I=20 resigned from my prestigious job in the Judicial Department and = contested=20 the election.

When the = results=20 came, I was the only successful candidate of the party in the = area. In the=20 next five years, from 1959 to 1964, I represented the whole Niger = Delta=20 Special Area in the Nigerian Parliament. In 1979, twenty years = later, I=20 became the first elected civilian Governor of Rivers State, which = covered=20 the greater part of the Niger Delta Area as an autonomous State = within the=20 Nigerian Federation.

That was = how I=20 found myself in the most hazardous profession in the world: = politics.=20 Since those days, politics to me was not a profession, but a = calling. I am=20 a politician only in the sense that I am conscious of a = mission to=20 serve the masses selflessly in the political and social sphere, = and to=20 inspire them with a love of the common ideal. Through love alone, = I=20 believe, can man find true integrity. = It is only=20 through living love as a principle that man can rise and conquer = in this=20 corrupt and bewildering world. My reason for joining politics, = therefore,=20 was not only to free Nigeria from = colonialism,=20 but also to assist in the process of freedom and development of = the Niger=20 Delta Region, my place of birth.

Having = survived=20 many near-death experiences in my public life, I feel obliged to = share=20 with you some of those experiences in my political career that = greatly=20 helped me to maintain that little integrity we are talking about.=20

In 1959, = Nigeria was a = British=20 colony. In December that year, 0pen-Independence Elections were to = be held=20 and the people of the Niger Delta Region wanted to have their own=20 autonomous region, within the Nigeria Federation before = Independence was=20 granted. Eleven candidates represented the region. I was one of = them. The=20 party financed ten, and I was left out to finance myself. I did = so. When=20 the results came, I was the only successful candidate to the glory = of God.=20 They did not finance me because they believed I could not win that = crucial=20 Pre-Independence Election.

As a = politician=20 speaking out clearly for right over might, my life was frequently = in=20 danger in those years.  I could give many examples of how the = =93voice=20 within=94 guided me to safety many, many times. For example, on = December = 19,=20 1964, in = a village=20 seven miles from the State capital of Bayelsa State, I was = ambushed by=20 armed political thugs and was told to say my last prayer before = they=20 disposed of me. I kept silent. I waited, listening within to be = given the=20 right thing to say or do. Inspiration came to me.  I = challenged the=20 leader, whom I recognized as a champion wrestler, about his = cowardice in=20 meeting me, a former wrestling champion, in such a despicable = manner. I=20 challenged him to a fair public match. My words evidently touched = some=20 core of his more aware self, for he called his men to follow him = and leave=20 me for the time being. And so they left. The =93inner voice=94 had = guided me=20 through yet another near-death experience, as that same guidance = was to do=20 again many times in the future.

In = August and=20 September of 1979, I was one of the five candidates who contested = the=20 Governorship Election in Rivers = State. I=20 was the only =93farmer-fisherman,=94 while the rest were lawyers, = professors,=20 medical doctors, and so on. My party refused to finance me because = they=20 believed I had no chance to succeed. In the end, I alone = succeeded. Even=20 at that time, the State was the richest in the Federation. Using = the=20 principles of Rhythmic Balanced Interchange as I perceived their=20 application to governorship, four years under my leadership = provided=20 remarkable progress in improved infrastructure, education, and = general=20 shared prosperity.

However, = no=20 political career runs smoothly. In April, 1981, impeachment = proceedings=20 were filed against me in order to remove me from office as = Governor of=20 Rivers State, mainly because I could not compromise with injustice = or=20 overlook corruption. The State Legislators, who would vote for or = against=20 the impeachment, demanded large sums of money from me. I refused = to give=20 them a penny. I went into hiding. On the 30th day, = the majority=20 of them voted in my favor, and the impeachment=20 collapsed.

In = November, 1982,=20 during the re-nomination of Governorship candidates for the second = term in=20 office, about ten party stalwarts contested against me, but = failed, and so=20 I was re-nominated and re-elected for the second term in office, = from=20 October, 1983.

On = December 31,=20 1983, the Military staged a coup d=92=E9tat. As a result of = their=20 arrest of all former government leaders, for the next three years = and=20 seven months I was under military detention and was subjected to = five=20 military Tribunals, with various charges. In the end I was = acquitted and=20 discharged on all counts, without blemish!

In early = 1999,=20 upon the return of democracy to Nigeria, I was elected a Senator = from=20 Bayelsa East Senatorial District of the Federal Republic of = Nigeria, and=20 still am a Senator.

In every = election,=20 I had always depended on the goodwill of the governed and = electorate, whom=20 I loved so much. With good thoughts followed by good actions, I = have no=20 one and no situation to fear. I agree with Emerson that = =93Politics is the=20 activity of the Soul illustrated in power.=94 The Soul is the = Spirit of Man.=20 The politician should therefore depend upon the God-power within = him if he=20 is to withstand the test of time.

The = problem with=20 the average politicians of today is that they neither have the = time to=20 meditate nor the desire to share the life of the common people. = Perhaps=20 the regular study of the lives of great men, such as Gandhi, = Emerson,=20 George Washington Carver, and the Russells, could also provide = great=20 inspiration to draw upon in order to help one to maintain one=92s=20 integrity.

With = that=20 inspiration and self-reliance comes the spirit of contentment. = With=20 contentment one feels always satisfied with what one is and what = one has.=20 The person is not wanting more or anything else. This mental state = keeps a=20 person away from many problems and temptations that conform many = people in=20 society. When I talk of integrity, I do not mean that I am or = anybody is=20 infallible or makes no mistakes. The person of integrity lives to = the=20 highest degree possible, through all the demands of life, with the = knowledge he has gleaned from his search for the expression of = Truth=20 through Love actions.

Conclusion

The law = of truth=20 and the Moral Law are like the two sides of a coin. Both sides are = equally=20 important. Both work on the same principle of balance or love to = maintain=20 one=92s integrity, although they have different connotations. Like = Truth,=20 the Moral Law is the law that governs and controls the working of = the=20 moral and ethical principles. Unknown to many, we live on a planet = in a=20 universe in which all things are governed by Moral Law, and no man = or=20 creature can disobey it without suffering the penalty of his own=20 wrong-doing.

The = Moral Law is=20 the law of man=92s moral nature, as well as the law of universal = goodness,=20 of right actions and of universal love. All real good or evil that = can=20 befall any man must come from his obedience or disobedience to the = Law.=20 Man defying the law is violent, hating, cheating, and killing his = fellow=20 man. But as a moral being, he is loving, peaceful, and humble. The = orderliness in the universe and in Nature clearly indicates that = there is=20 unalterable Universal Law centering creation.

Any time = man=20 builds a stable or an enduring civilization in which he finds = happiness,=20 prosperity, and peace it will be because he has founded it upon = moral=20 character. No enduring civilization can be built otherwise, nor = can a=20 successful individual character be built = otherwise.

The only = way the=20 human race can survive is to rebuild character and = righteousness=97right=20 thinking=97into it, and inculcate into each person a desire to = give service=20 to his fellow man in order that his fellow man will re-give equal = service=20 to him.

Our = civilization=20 will be much better off if the parents of our children emulated = the=20 practice of the parents of the pre-pyramid age and give of their = wisdom=20 and character to their children as regularly as they give them = food. The=20 tragedy of such a thought lies in the fact that this requires that = the=20 parents of today have that character to give, for they, in = their=20 youth, were not always given that character-building wisdom from = their=20 fathers and mothers.

Finally, = I must=20 say that it is more difficult to maintain integrity than to build = it.=20
